Add use-case research and use-case/business-case framework

Steve CAPELL requested to merge use-cases into main

Use cases, business cases, methodology & evidence (value-narrative layer)

Summary

Builds out the value-narrative layer of the UNVTD site — why adopt verifiable trade documents — as two published sidebars (Use Cases and Business Cases), an authoritative Assessment Methodology, and an Evidence section backed by per-country data and working research under /research. Everything follows a strict three-tier source-of-truth model — Method (the methodology page is authoritative), Evidence (published per-country tables and benchmarks), Data (/research) — so each number has one home and pages cannot diverge.

What's included

  • Use Cases — Overview, Implementation Model (the decentralised architecture argument), and the five lifecycle scenarios (Buy-Sell → Trade Finance → Transport & Logistics → Border Compliance → Payment & Reconciliation), each with a data-flow diagram and a story-today / how-it-works / why-it-wins / what-it's-worth structure.
  • Business Cases — Overview (with per-stakeholder value propositions), Assessment Methodology, a published Template, and eight personas in two tiers — National (Country, Customs, Tax, Ports, Registry Operator) and Organisational (Trader, Logistics, Bank) — each with a consistent scaffold and an embedded pure-fetch Light prompt (with a no-document country/website fallback) plus a documented Full mode.
  • Assessment Methodology — the authoritative method: attribution chain pool × digital-addressable% × UNVTD/GRID share (45%, 30–60%) × adoption, all seven value levers with formulas and defaults, the decentralised cost model, NPV/payback defaults, counting rules, and the conservatism principle.
  • Organisation-level model (new) — a bottom-up firm model plus a published Organisation Benchmarks page: dual-mode driver (counts or size-band ratios), four-group benefit taxonomy, an AI-era re-keying calibration (verifiability premium, not full re-keying), an incentives/value-transfer model (counted once), and a benefit-mix segmentation on two axes — trade volume (the large-firm clearance lever) × finance-gap exposure (which gates trade-finance benefit, near-zero for large well-banked firms).
  • Evidence — published per-country/benchmark pages (Trade Data, Revenue Integrity, Trade Finance, Cost of Trade, Productivity, Compliance & Assurance, Organisation Benchmarks), generated from /research and doubling as the Light-mode fallback.

Key evidence/method changes this MR

  • Revenue-compliance pool — research shows audit coverage is tiny while random-sample non-compliance is material, and verifiable documents flip coverage toward ~100% plus add a deterrence effect (Mexico +14% declared revenue, Italy €2–4bn/yr, Peru +8% VAT liabilities). Acting on this, ②③ pool rates now use the central estimate, not the floor (a justified exception to conservatism; no double-count with the gap ceiling). Two guardrails baked in: targeted ≠ random, and error-line rate ≠ revenue rate. Fixed a wrong Peru "+9.3% net revenue" citation in all four places.
  • Clearance lever sourced — clearance-time reduction (−30% to −55%; WCO/APEC), demurrage $75–300/container/day (Container xChange), and per-day value of time 0.6–2.1% of cargo value (Hummels & Schaur 2013), with a download shortlist for the only gated sources (ICC Trade Register deferred; APQC).

Site structure & fixes

Lifted Verifiable Trade Documents to the top of the sidebar and folded nine orphaned schema pages (Air/Sea Waybill, Rail/Road Consignment Notes, Ship's Delivery Order, Customs Bond, Dangerous Goods Declaration, Letter of Credit, Payment Confirmation) into it; Implementations Register now holds only Software Systems and National Initiatives. Fixed a doubled-basePath link bug site-wide and an MDX render error where < before a digit parsed as a JSX tag.

Testing & open items

Generators were tested against real documents (AU/Thai customs, AU tax, Victorian ports, ANZ bank, DHL, a mid-market trader) in a gitignored /exclude; the trader and customs cases were re-validated after the organisation model and option (b) and flow through coherently and conservatively. Still open: the ⑦ algorithmically-clearable share and the organisation finance-gap-exposure weighting remain defended assumptions (ICC purchase deferred); implementation-cost benchmarks are provisional.
