Governance update

Steve CAPELL requested to merge update-governance into main

Updated the core governance diagram to reflect the four components (UNTP Core, Technical Implementation register, Sectoral Collaboration fora, and community activation program).

Moved the CAP page from business benefits to governance and updated a heap of links that refer to the CAP page.
