New content: website/docs/business-case/ImpactAssessmentFramework.md

  • Replaced 13-line skeleton with complete framework (~150 lines)
  • Defines OECD-style results chain: Inputs → Outputs → Outcomes → Impacts
  • Output metric tables for all 5 implementer types (Industry, Software, Conformity Schemes, Regulators, Identity Registers)
  • Three-tier aggregation model (implementer → community → global) with anonymisation at each boundary
  • SDG target mapping table linking 6 outcome categories to targets 6.3, 8.7, 12.5, 12.6, 13.2, 15.2
  • 6-monthly reporting process integrated into existing implementation registration workflow
  • Closes the loop back to industry/government business cases and CAP
