add content and clean up the paper digital transition page

Moved some of the content that was in the old transparency graphs page to this section as it was more aligned with the subject matter. Clearly distinguish between the two dimensions of receiving unstructured data from upstream entities that are not UNTP ready - and also issuing UNTP data to downstream entities that are also not UNTP ready.
