Update DIA to 0.7.0

updated artefacts section to point at latest schema and examples.
tweaked the conceptual diagram to remove confusion abotu two different looking DIA representations (thanks Brett)
updated the snippets and descriptive test to align with latest schema and samples - plus three use cases
added an implementation guidance section that clarifies the role of UN GRID and also more informal UNTP registers.
