Adding offline QR code in Identity Resolver.

This merge request is in response to #609. A short URL maybe used in identifiers that eventually redirects to the full identifier of a product. While within the spec written on the Identity Resolver page this is fine, a alert has been added to caution the user that some use cases (such as retail) require encoding of application identifiers within the QR code itself for offline use cases.
