Issue Description

We need to provide a "hint" that there are lots of use cases (such a retail) where application identifiers in a QR code need to be functional in an offline environment. This is in response to this merge request: #300 where it is outlined that a redirect URL can be used for an identifier if QR code size compression is a requirement, but, this removes the ability to encode data in the QR itself (such as GS1 application identifiers, expiry dates, etc).
