Clarify DID path structure requirements in Identity Resolver spec.

This merge request seeks to address #544 (closed). The issue raises that readers may see confusion and assume structured path is required for product or facility did's. This MR clearly indicates to the reader that no path structure is required so long as did's remain unique.
