Fix proposal generation and knowledge card creation bugs

This commit fixes two bugs:

Proposal Generation Error: The
create-sessionendpoint was failing with a 500 error due to aNOT NULLconstraint violation on theupdated_bycolumn in theproposalstable. This was fixed by adding theupdated_byfield to theINSERTstatements in thecreate_sessionandsave_draftfunctions inbackend/api/proposals.py. -
Knowledge Card Creation Error: The "Create New Knowledge Card" screen had a
ReferenceError: title is not defined, which prevented the "Populate Card Content" and "Save Card" buttons from being enabled. This was fixed by replacing the undefinedtitlevariable with thesummarystate variable infrontend/src/screens/KnowledgeCard/KnowledgeCard.jsx.
