fix: Fetch and display completed reviews

This commit fixes an issue where completed reviews were not being displayed in the "Pending Reviews" tab. The backend API has been updated to fetch both pending and completed reviews for the user.

  • The /proposals/reviews endpoint now returns all reviews assigned to a user, not just pending ones.

  • The API response now includes review_status and review_completed_at fields to allow the frontend to correctly display the status of each review.

  • Does my code meet the quality standards for releasing packages?

  • Does the reviewer have all the information to validate the features/issues without too much research?

  • Does the customer who will validate the associated tickets have the information to do so without wasting time?
