feat: Implement 'Download Tables' functionality

This commit introduces a new feature that allows users to download all markdown tables from a generated proposal as an Excel spreadsheet.

  • Adds a 'Download Tables' button to the Chat interface.

  • Implements a new API endpoint /generate-tables/{proposal_id} to handle the table extraction and Excel file generation.

  • Adds a new utility function create_excel_from_sections to parse markdown tables and create an Excel file with each table in a separate worksheet.

  • Adds openpyxl as a new dependency for Excel file generation.

  • Does my code meet the quality standards for releasing packages?

  • Does the reviewer have all the information to validate the features/issues without too much research?

  • Does the customer who will validate the associated tickets have the information to do so without wasting time?
