fix: Correct header styling and tooltip content in chat form

This commit addresses user feedback on the styling of the sub-headers in the chat interface's project parameters form.

Shortens the visible
<h3>text to display only the main title. -
Ensures the longer, descriptive text appears correctly on hover inside the tooltip.

Updates the CSS for the header titles to use the correct "Noto" font and weight, aligning them with the application's overall design language.
