feat: Enhance reference ingestion process

This commit enhances the reference ingestion process for knowledge cards with the following improvements:

  • Displays the ingestion date for each reference using the existing scraped_at field.
  • Prevents re-ingestion of already processed references when using the main "ingest" button.
  • Adds a button to manually re-ingest a single, specific reference.

The backend has been updated to support selective reference ingestion and to force re-ingestion when requested. The frontend has been updated to display the ingestion date and to provide the re-ingestion functionality.
