Feat: Add file-based logging for better error tracking

This commit introduces file-based logging to the backend application to help debug a persistent database error. A new log file backend/app.log will be created to capture all application logs. The error handling in proposals.py has also been enhanced to ensure the full traceback of database errors is logged.
