feat: implement proposal status filter in dashboard

This commit introduces a status filter to the proposals tab in the dashboard.

  • A new state variable statusFilter is added to Dashboard.jsx to manage the selected status.

  • The status filter dropdown is now connected to the statusFilter state.

  • The useEffect hook that filters the displayed projects is updated to also filter by the selected status.

  • Does my code meet the quality standards for releasing packages?

  • Does the reviewer have all the information to validate the features/issues without too much research?

  • Does the customer who will validate the associated tickets have the information to do so without wasting time?
