Fix: Display Associated Knowledge Cards on Proposal Re-open

This commit fixes an issue where associated knowledge cards were not displayed when a user re-opened a proposal draft.

The backend load-draft endpoint has been updated to query for and return the knowledge cards associated with the proposal through shared donors, outcomes, or field contexts.

The frontend Chat.jsx component has been updated to receive and display these cards when loading a draft.
