feat: Add UN/ECE Recommendation No. 16 reference data

Created rec16/ directory with complete reference data from UN/LOCODE Recommendation No. 16 (2020 Edition):

Files added:

  • functionCodes.json: 11 transport function classifiers (0-8, A, B)
  • statusCodes.json: 14 approval/maintenance status codes
  • changeIndicators.json: 8 change tracking indicators
  • README.md: Complete documentation and usage guide

These reference files provide:

  • Validation data for UNLOCODE entries
  • Human-readable code definitions
  • API-ready JSON format
  • Source documentation links
