Sea Waybill schema (KTDDE Batch 2)

Adds the Sea Waybill (SW) as a Verifiable Credential schema, covering all 30 KTDDE elements (20 mandatory) with 0 gaps.

Registers SW in the compliance script and updates manual mappings: converts 1460/7357 from global-null to per-document overrides, converts 7254 from global to per-doc preserving BoL, adds new UIDs 8067/8273/8339, and extends per-doc entries for 1188, 3000, 3108, 3356, 6012, 6242, 6322, 7002, 7012, and 8260.
