Adds the Road Consignment Note (CMR) as a Verifiable Credential schema, covering all 65 KTDDE elements (19 mandatory) with 0 gaps.

Registers CMR in the compliance script and updates manual mappings with many new UIDs (1097, 2107, 2131, 2170, 2281, 3014, 3058, 3144, 3150, 3156, 3282, 3348, 3P02, 4078, 4080, 4492, 5032, 5290, 7088, 8158, 8186, 8273, 8339), converts several global-nulls to per-document overrides (1039, 1460, 2138, 3170, 5128, 7254, 7357), and extends per-doc entries for 1188, 3000, 3214, 3238, 3356, 3410, 4002, 6012, 6322, 7002, 7012, and 8260.
