Rail Consignment Note schema (KTDDE Batch 2)

Adds the Rail Consignment Note (CIM) as a Verifiable Credential schema, covering all 9 KTDDE elements (all mandatory) with 0 gaps.

Registers CIM in the compliance script and updates manual mappings: adds new UID 3392 (destination station), converts 8351 from global-null to per-document, and extends per-doc entries for 7002, 7012, and 8260.
