Adds the Dangerous Goods Declaration (DGD) as a Verifiable Credential schema, covering all 34 KTDDE elements (2 mandatory) with 0 gaps.

Registers DGD in the compliance script and updates manual mappings: adds new UIDs 1115, 1496, 3058, 3348, 4078, 4428, 4C02, 7D01-7D12, 8179, 8273, 8339; converts 1039/7124/8351 from global-null to per-doc; converts 7254 from global to per-doc preserving BoL and CoO; and extends per-doc entries for 1188, 3000, and 3410.
