Customs Bond schema (KTDDE Batch 2)

Adds the Customs Bond (CB) as a Verifiable Credential schema, covering all 7 KTDDE elements (all mandatory) with 0 gaps.

Registers CB in the compliance script and adds new mappings: 3150 and 5032/5218 as per-doc, and extends the 3000 per-doc entry for CB.
