Simple Digital Cotton Passport with HS Code guidance

This merge request adds a very simple Digital Cotton Passport model, and provides the reader guidance on using HS codes to identify the cotton state.

The extension of the Digital Cotton Passport is not meaningful in this change but exists to add additional future quality and product level attributes.
