Transaction certificates guidance

This merge request seeks to address issue #11 (closed).

It provides a basic placeholder scheme for a "Transaction Certificate" which is common in textile standards such as GOTS, GRS, RWS. It does not define fields specific to these schemes as this is a require of the scheme owner.
