Feat/metrics topics publish

This MR adds jobs to publish metrics and topics taxonomies on test and production (dryrun mode for now).

Known issues:

  1. the URL for the related topic on a metric page isn't correct
  2. the publish URL needs to be changed from /metrics and /topics to /performance-metrics and /conformity-topics
