chore: migrate issue templates

Ashley HARWOOD requested to merge chore/migrate_issue_templates into main

This PR migrates the GitHub issue templates to GitLab.

Specifically:

  • Moved the templates to the .gitlab/issue_templates directory (as per the docs)
  • Modified the metadata within each template to use the GitLab syntax (as per the docs)
  • Updated the file names, as they serve as the user-facing labels for the templates
