Created a new main heading for "Governance" with

  • Previous about/governance content on the root page
  • A new release management page
  • old about/meetings moved to become steering group page
  • added new adoption / supply chain / conformity / technical working group pages
  • Moved github user instructions to a new Using Gothub page
  • replaced google groups with gaggle.mail so that new users arent forced to create a gmail account.
