This PR adds a workflow, which is triggered when files under data-models are updated in data-models-staging branch

It triggers the workflow https://github.com/uncefact/.github/blob/main/.github/workflows/untp-data-models-snapshot.yml which iterates every data model and checks if it's a working version of the data model. Every working version is published to https://test.uncefact.org/vocabulary/untp/{domain}/working/
