feat: pledge carousel

This PR adds a reusable carousel component and implements it on the homepage to showcase UNTP implementation pledges. When a user clicks on an image in the carousel, it navigates the user to the corresponding pledge page (see Transmute Example) below.

IMPORTANT NOTE: PR #223 needs to be merged first.
