Agentic Workflows - the orchestrator pillar

Pillar of the agentic-enablement initiative. Custom LangChain Deep Agents (on LangGraph) hosted on the OPEA MicroService harness - NOT OPEA comps/agent, NOT mcpo. The new genie-ai-overlay/workflows/ microservice: state/nodes/orchestrator + ArangoDB checkpointer + the mcp SDK client + tool registration (consumes SST tools + OKF over HTTP/MCP) + Vue workflow viz.

Artifacts: starter Agentic PRD (authored from the decision doc Part B; full FRs/NFRs to be elaborated via bmad-prd).

Status: starter spec; implementation not started. Inherits the OPEA 1.5 bump; consumes SST + OKF as they land.
