fix(dataprep): raise doc_level context budget to 100000

Jérôme Revillard requested to merge fix/contextual-doc-budget-100k into main

Raise DATAPREP_CONTEXTUAL_DOC_BUDGET_DOC_LEVEL from 30000 to 100000. The old budget covered only 34% of a typical 48-chunk doc. Also adds the variable to docker-compose + env.j2 (was code-default only).
