ci(registry): rules:changes per-image TRUE skip (48 jobs, no matrix)

Replaces parallel:matrix + detect-changes exit-0 skip with 16 individual build/scan/promote jobs using rules:changes:paths. Unchanged jobs are NOT created in the pipeline (TRUE skip, clean UI). No more exit-0 noise. 48 jobs total (was 3 matrix jobs).
