Create Recommendation 16 files for release 2020 that can be used in the UNLOCODE project

We have some key static data thats part of Recommendation 16 such as:

• Function Codes
• Status Indicators
• Change Indicators

This is data that only really changes from updates to Recommendation 16 so every X years rather than days, we should create a json formatted file to hold this data that can be updated.

This data should then:

• Become part of the vocab publication and replace the inline data from code for that process
• Form part of the MDB publication to support the 'as-is' publication process
• Be added to the validator scripts to ensure that the codes in recommendation 16 are the ones used in the locodes. If a locode has a different function code it should be rejected on merge. If the function codes are updated and for example one is removed then it should check that doesn't impact the UNLOCODE dataset.
