Mixed identifier enabler documentation

Lots of work has been done on the harmonisation of various product or facility identifier schemes. The UNTP does not "pick winners" but supports many registry managed or self-issued identifiers to coexist.

Documentation should be provided on this "use case" for both non-technical and technical readers to review and understand this feature of the UNTP and by extension the UNTTP.
