Comment and rationale:

The specification states: "UNTP implementations MAY use did:web where simplicity and broad interoperability are prioritised, and where trust in domain ownership is independently verified" but the table immediately above states that "Recommended" (which is a SHOULD). This conflicting language should be resolved.

Proposed changes:

Change the sentence to use "SHOULD", matching what is stated in the table.
