Issue Description

There are use cases that need addressing around post-sale data addition. There is a open merge request here: !624 (merged) with a initial set of guidance.

The mechanisms described in Decentralised Access Control are relevant for authorizing who can update or create data about a product. Currently, I read Decentralised Access Control as "read-only" where it could be updated to cover both "read" and "write". Perhaps there is a different name besides "Decentralised Access Control" that covers read/write. But I could be overthinking that!
