Conformity topic classification needs to be expressed using standard vocabularies for taxonomies

With regards to https://spec-untp-fbb45f.opensource.unicc.org/assets/files/SustainabilityCriteriaTaxonomy_v0.1-4ab3f2d2490870ee1da913fe27bef583.jsonld, if the intention is to define a taxonomy of conformity topics, why the standard terms for defining taxonomies are not being used, namely https://www.w3.org/TR/skos-reference/ ?
The current definition without providing an @type for the elements defined there seems to be weak and ambiguous. On the other hand there is the intention to reflect the hierarchy of the taxonomy in terms of the URIs structure but that would mean that for discovering semantics one would need to parse URIs. The semantics of the hierarchy should be discovered through the proper machine-readable definitions, namely SKOS or other machine-readable declarations but not through the URI structure itself.
