Create and Verify Mailing List

To support community-wide announcements and updates, a dedicated mailing list must be created for the project and correctly linked within the site.

Acceptance Criteria:

• Create a new mailing list (e.g., uncrmtp@…) within the UN's Gaggle Mail account.
• Configure the list to allow open sign-ups + approval.
• Set a welcome message referencing the UNCRMTP project and its purpose.
• Verify the mailing list is active and accessible via the mailingListLink.
• Update docusaurus.config.ts with the correct mailingListLink value.
• Confirm the link displays and functions correctly.
