Digital Identity Anchor Definition - Reprise
In the most recent GTR project meeting we revisited the discussion on the DIA definition found in the Glossary (https://un.opensource.unicc.org/unece/uncefact/gtr/docs/Documents/Glossary#:~:text=DID%20method%20specification.-,Digital%20Identity%20Anchor%20(DIA),-A%20Digital%20Identity)
The minutes (2026-05-28 1657 AEST – Notes.md) record the following action:
Digital Identity Anchor definition review The team agreed to revisit the Digital Identity Anchor definition to address concerns regarding the ambiguity of the "functional equivalence" and "trust wrapper" terminology.
The current (2026-06-05 AEST) definition is:
Digital Identity Anchor (DIA) : A Digital Identity Anchor (DIA) is a Verifiable Credential issued by an Authoritative Registrar. It binds a legally recognized identifier to a Decentralized Identifier (DID) controlled by the registered entity and functions as a trust wrapper providing functional equivalence to registry extracts in digital environments. The DIA does not constitute a new legal identifier and does not alter the legal status of the entity under applicable law.
The purpose of this issue to to enable a traceable path from the current definition to a definition that addresses the concerns raised in the meeting.
