Implementation Guidelines

We need to create/complete an Implementation Guidelines document that explains

1. How the GRID can be established - what types of registration do we start with etc.
2. How Registrars can implement DIAs - considering both GRID participants (preferred) and/or non-GRID (manuka honey here we come)
