Tidy up some files

For historical reasons we have two separate markdown documents for participation and communication within the "Participation and Communication" folder. Neither are project deliverables. We can simplify the file structure and updates by combining both into a readme.md file that will automatically present when the folder is viewed as a rendered web page.

We also have a folder for PDFs that should appear at the end of the list of folders when rendered as a web page.
