Align all document front matter (YAML) and stage/status comments to ODP Stage 3: Draft Development

We want to confirm/demonstrate where we are on the ODP development process.

We can do this by making sure that the "front matter" of markdown document, together with an explanatory (visible) note makes it clear to the reader and contributor the current status of each document.

Some documents are explanatory rather than formal deliverables (such as the "about" page, explanations of meetings etc.) - this should also have a note to indicate that they are not part of the formal project deliverables.

This will mean a minor but important change to all current documents.
