Improve GRID TOM Doc - e.g. Eligibility Criteria and make Glossary an independent document (not annex)
Two main areas of change
1) ToM
The "Legal Governance and Target Operating Model (TOM)" document (document number 4 in our old representation) includes Eligibility Criteria for membership of the GRID. The new simplified requirements are specified as shown below
4. Admission and Eligibility Requirements
To be included in the GRID, an applicant must meet the following Eligibility Requirements. These criteria ensure the integrity of the "Global Root of Trust."
4.1 Eligibility
GRID membership is restricted to UN Member States
Application and participation in the GRID is voluntary
4.2 Tier 1: Authoritative Status (Mandatory)
Legal Mandate: The applicant MUST provide a verifiable link to the national legislation or statutory decree that establishes them as the Authoritative Registrar for their jurisdiction.
Sovereign Recognition: The applicant must be recognized by their national government as the competent authority for the specific class of data (e.g., Business, Land, Maritime).
Accountability: The applicant must designate a permanent Point of Contact (PoC) responsible for the accuracy of the metadata listed in the GRID.
4.3 Tier 2: Technical Readiness (Variable)
The GRID supports an Inclusive Maturity Model:
Level A (Baseline - GRID Listing): Requires only the ability to provide stable metadata and a link to a legal basis.
Level B (Advanced - DIA Issuance): Requires the capability to manage a GPG/DID key pair and sign Digital Identity Anchors (DIAs) as per UNTP specifications.
In a discussion last week, @ANICA and I agree that the current live version needs to improved, while retaining a "as simple as possible, but no simpler" approach and avoiding duplication. Specifically, we felt that the 4.1.1 needs to be improved.
Note that that may be other areas of this document that may also need expansion. To make it easier to reference and close, this issue is only focused on section 4 of the document.
2) Glossary
The Glossary current shows as an Annex D. This means that readers might ignore this document. Propose we raise the document out of an Annex and make it appear at the beginning of the document list
