DIA Issuing Sequence Diagram

Thie DIA issuing sequence diagram includes as a final step (7) an update to keys in the GRID. This is confusing and/or wrong depending on how you read the diagram. Change the diagram to make it a simpler illustration of just the DIA issuance. Treat updates to any keys and meta data in the GRID as a separate process.
