TITLE: [Improvement] Default new seals to be mechanical

DESCRIPTION:

UPDATE: the behavior should be related to an optional env variable "REACT_APP_DEFAULT_SEAL_TYPE" (defaulted to empty value ) that can be either empty, "mechanical" or "electronic". Depending on the env variable type the "Edit Seal" form type input should be defaulted accordingly.

When entering an new seal (OR EDITING ONE), the default value for the dropdown should be defaulted to Mechanical Seals as they represent a large majority (all) of the seals used in the context of TIR Transports.
