AgriPivot v1 prototype submission for GenAI for Good Challenge Phase 2

This is the celebrated 1_0_0 release.

This version has a fairly stabilized query mechanism with bug fixes for passing the language code from front to back and workarounds for langdetect problems as well as chunked translations.

This is a stable pre-release version that has pretty much all of the retriever and dataprep functionality finalized as well as externalized environment. All that remain are a couple of bug fixes and more extensive testing plus completion of the installation and configuration guide as well as a little polish prior to release 1.0.

This version has been integrated with the OPEA chatqna megaservice in a simplistic query-by-query manner. Future releases need to build a larger context with each request that includes the context labels from the sidebar, the history of the conversation and the user profile information to improve the response quality.
